VAN, passive participle, is by default nominative -- N(ominative) is not tagged especially (not VAN-N). On the other hand oblique case (accusative, dative, genitive) is (VAN-A, VAN-D, VAN-G respectively). When ambiguous, the default is chosen, i.e. tag VAN.
